Is a parking lease constrainted by the same laws as a residential lease agreement in a rent controlled area?
I am renting a parking space in SF (rent controlled) and am wondering if it is subjected to the same rent controlled laws as a residential apartment?

Not in the least. Rent controls only apply to residential living units, and not to parking places.

I seriously doubt it. But, you’re talking about San Francisco. Lawmakers in that city enact pretty weird legislation all the time. Ask your city councilman to push for a rent-controlled parking space law. Your wish just might be granted.
