I am not sure what this form is, and what it means.. or why I have to sign it?
I know I would typically fill out a bill of sale form.
Can anyone explain.
I live in Wisconsin if that makes any difference.
And it is going to be notorized (sp) so I am sure it is a legit document since I am meeting them at the bank and signing it right before I am given the money and sign the title.

I recently just bought a car (CALIFORNIA) for the very first time. I had a bill of sale printed and the guy had a small bill of sale form. He had me fill it out, and I asked him to do the same with mine. The car was $ 1,550 but I gave him $ 1,500, being that he told me $ 1,550 the day I gave him money. He told me to give him the other $ 50 the next day. Him and his wife signed the title over to me, and gave me the title along with a recent smog (done 2 days before I purchased the vehicle). As I got home, I realized he did not completely fill out my bill of sale. And there were many problems with the car he did not tell me about. There was a sticker covering the check battery light, the interior lights do NOT work, and the car shook like crazy whenever It was in park and running. No, I never test drove because my grandmother set the entire deal up. I went and picked it up and paid. She said since he bamboozled us, he can shove the $ 50 up his a**! I went to the DMV today and was able to register it, but I don’t have enough money. Have to wait until Wednesday.And the lady said I could get my tags same day. Once that point comes, will the car be mine? Even with no bill of sale. He said he would mail it in, but I am afraid he will not if I don’t give him his $ 50

you need to transfer the title to your name at a notary, never pay for a car unless the seller agrees to do this.
