I am selling my car in California. It passed smog, I have a transfer of title form, and Notice of Transfer Release and Liability form. Is it necessary to have a bill of sale form or any other forms?

Could someone please clarify which form I should use? Is it OK to just have a generic form which contains the same information, because, it needs to be sold under Russian laws, correct? Why would they use a US form?

I am trying to sell my financed BMW, which has a lien on it through BMW Bank of North America. What forms will I need to fill out and what procedures should I follow? I have already downloaded the Notice and/or Bill of Sale Form from the DMV.

I know the procedures I need to follow to pay the outstanding lien and receive the title, but I’m unclear on what procedures to follow to protect myself in regards to the DMV if I accept payment and hand over the vehicle to the buyer before I receive the title.

Can anyone help?
Edit: I plan to overnight a certified check to BMW and include a pre-paid overnight package to get the title sent back to me, so that’s not an issue.

I’m just not sure if there’s more I need to do than just filling out the Bill of Sale.

Well, the release of liability should be sent to DMV ASAP. You should also payoff the loan as soon as possible to ensure that you get the title faster and give it to the owner. As far as I know there is nothing else you can do.

For the actual sale. I know I need the title signed over to me and the bill of sale, do I need to print and supply the bill of sale form? I need a notary to sign off on the transaction, right? Can I do this at my bank? This will be my first car and I have no one really to help guide me through the process.

OK, so I am about to sell my car in CA. My understanding (please correct me if I am wrong) is that the tags and license go to the new owner.

A few questions:

1) I fill out the Release from Liability DMV Form and the Bill of Sale Form, is there anything else I need to fill out and submit?

2) The Registration Fee:
Let’s say for simplicity sake, that the Registration Fee I paid for my car at the Beginning of this year was $ 120. Now that there are exactly 6 months left in the year, do I ask the buyer to fork over the balance of $ 60 bucks, or do I get a refund from the DMV? How does that work exactly?

Anything else I need to know?

You also need a smog certification, you can’t legally sell the car without one. A smog certification is good for 90 days.

The DMV will not give you a refund on unused registrations. The buyer will have to re-register the car anyway, here you’re out of luck.

The bill of sale can be in hand writing,or typed on a computer.Also there are programs in walmart for about 10 bucks that have pre made forms,for everything.Also if you go on the Texas dept. of motor vehicles web site,some will let you down load forms. When you write out a bill of sale,simply write the purchaser understands that You Fill in Make Model AND Odometer reading is sold as is, and is aware of mil age and condition.

The Internal Revenue Service today advised truckers and other owners of heavy highway vehicles that their next federal highway use tax return, which is usually due Aug. 31, will instead be due on Nov. 30, 2011.

Considering that the highway use tax form 2290 is currently scheduled to expire on Sept. 30, 2011, this three month extension is designed to alleviate any confusion and possible multiple filings that could result if Congress reinstates or modifies the tax after that date. Under temporary and proposed regulations filed today in the Federal Register, the Nov. 30 filing deadline for form 2290 (Heavy Highway Vehicle Use Tax Return), for the tax period beginning July 1, 2011, applies to vehicles used during July, as well as those first used during August or September. Returns should not be filed and payments should not be made prior to Nov. 1.

To aid truckers applying for state vehicle registration on or before Nov. 30, the new regulations require states to accept stamped schedule 1 as proof of payment for form 2290 issued by the IRS for the prior tax year, ending on June 30, 2011. Under federal law, state governments are required to receive proof of payment of the federal highway use tax as a condition of vehicle registration. Normally, after a taxpayer files the return and pays the tax, the Schedule 1 is stamped by the IRS and returned to filers for this purpose. A state normally may accept a prior year’s stamped Schedule 1 as a substitute proof of payment only through Sept. 30.For those acquiring and registering a new or used vehicle during the July-to-November period, the new regulations require a state to register the vehicle, without proof that the highway use tax was paid, if the person registering the vehicle presents a copy of the bill of sale or similar document showing that the owner purchased the vehicle within the previous 150 days.

In general, the highway use tax applies to trucks, truck tractors and buses with a gross taxable weight of 55,000 pounds or more. Ordinarily, vans, pick-ups and panel trucks are not taxable because they fall below the 55,000-pound threshold.

For trucks and other taxable vehicles which first came into use during July, the filing and payment of form 2290, under normal circumstances, is due on Aug. 31. The tax of up to 0 per vehicle is based on weight, and a variety of special rules apply to vehicles with minimal road use, logging or agricultural vehicles, vehicles transferred during the year and those first used on the road after July.

Last year, the IRS received about 650,000 Forms 2290 and highway use tax payments totaling 6 million.
